FEDERAL CLIENTS & COMPLIANCE

The mission and purpose of federal agencies vary greatly but all share regulatory obligations under Section 106 of the National Historic Preservation Act in coordination with the National Environmental Policy Act (NEPA) and other federal laws regarding the treatment of historic properties.  We have the experience to understand the your agency's project goals and unique compliance guidelines in order to "right size" assessments and documentation.

ceqa ~ sTATE, cOUNTY & mUNICIPAL cOMPLIANCE

Compliance with the California Environmental Quality Act (CEQA) or Hawai'i Revised Statutes Chapter 6E is led by municipal, county, and state governments and Edward Yarbrough has worked with public entities at all levels and followed the wide-ranging guidelines for application of the law from rural to suburban and urban jurisdictions.  We will recommend whether or not a property is an "historical resource," as defined by CEQA or Chapter 6E, analyze project impacts to historical resources, and develop and implement mitigation measures, as necessary.

HABS/HAER/HALS rECORDS & pHOTOGRAPHY

We have a passion for documenting historic properties following the very specific guidelines of the Historic American Building Survey (HABS), Historic American Engineering Record (HAER), and Historic American Landscape Survey (HALS).  From the reports' Written Data (i.e., history and description) to Photography Record (i.e., large-format, rectified photography), we will document your property, a method most commonly employed to mitigate project impacts.  Yarbrough and team won the California Preservation Foundation 2016 Design Award for Historical Documentation for five HABS, two HAER, and one massive HALS reports in the Presidio of San Francisco National Historic Landmark District.

historicAL rESOURCE eVALUATIONS

Historical resource evaluations come in many shapes and sizes and we have developed hundreds over a 25-year period to comply with city planning departments and state and federal agencies.  We have developed evaluations on behalf of private developers whose projects face public review, such as Facebook and Stanford Research Institute, and for numerous agencies including: the National Park Service; US Forest Service; cities of San Francisco, Oakland, Berkeley, Los Angeles, San Mateo, San Rafael, and Santa Cruz, CA; Calumet Township and Hancock, MI; San Rafael and Oakland School districts; San Mateo County Community College District; California, Michigan, Oregon, Guam Territory, and Hawaii State Historic Preservation officers. Based on our report and recommendation, the Historic Preservation Commission listed the Rube Goldberg Building as San Francisco Landmark No. 268.

hISTORICAL sURVEYS & pLANNING dOCUMENTS

We have organized and participated in historical surveys from big to small in Oregon, California, and Guam.  We will work with planners to scope your historical survey and coordinate survey efforts.  General Plans of all kinds of planning documents that require updates; we have worked to update plans with federal agencies (e.g., National Park Service, Golden Gate National Recreation Area), territorial government (e.g., Guam), counties (e.g., Alameda County), and cities (e.g., Menlo Park, CA and Kamehameha Heights Neighborhood, Honolulu, HI).

historic property tREATMENT pLANS

We develop and implement treatment plans to mitigate adverse impacts pursuant to state laws or resolve adverse effects under federal laws.  Plans range from documentation such as HABS, HAER or HALS reports to working with architects and landscape architects to avoid or substantially reduce adverse impacts to historical resources.
